The singer is played by third-generation Algerian immigrant Tahar Rahim, while the role of Si Kaddour Benghabrit, the imam of the Grande Mosqu?e de Paris (The Grand Mosque of Paris), is played by French actor Michael Lonsdale.

The mosque is known to have saved more than 100 Jews from the Holocaust by giving them Muslim identification documents that enabled them to leave the country and escape persecution.

BAE set to cut nearly 3,000 UK jobs

(AP) ? Defense contractor BAE Systems PLC will announce Tuesday it is cutting around 3,000 jobs in the U.K.

A person familiar with the matter, who declined to be named because the details had not yet been formally communicated to staff, confirmed the cuts and said information about the redundancies will be relayed to staff at the affected U.K. sites in face to face briefings later.

The news follows days of speculation over possible job losses. British unions say the cuts will deal a "hammer blow" to U.K. manufacturing.

BAE declined to comment, saying that once it had briefed staff on the results of a review of operations then it would communicate those details more broadly.

The cuts are expected to hit sites in BAE's military aircraft division in Warton and Samlesbury in Lancashire, and Brough, East Yorkshire hardest, the person said, adding that the losses are the direct result of "difficult global market conditions."

BAE is also grappling with the implications of cuts to government defense budgets and defense-spending reviews in the U.K. and U.S.

London-based BAE Systems employs around 100,000 people worldwide ? with about 40,000 staff in the U.K.

In December, BAE announced plans to cut nearly 1,300 jobs due to sharp government spending cuts.

MANILA, Philippines (AP) ? Manila residents waded through waist-deep floodwaters and dodged flying debris Tuesday as a powerful typhoon struck the Philippines, killing at least 16 people and sending waves as tall as palm trees crashing over seawalls.

Most deaths occurred in metropolitan Manila, which already was soaked by heavy monsoon rains ahead of Typhoon Nesat's arrival with more downpours and wind gusts of up to 93 mph (150 kph). Downtown areas along Manila Bay suffered their worst flooding in decades.

Pounding rains obscured the view of anyone on the streets as soldiers and police scrambled to safely evacuate thousands of people in low-lying areas, where rivers and the sea spilled into shanties, hospitals, swanky hotels and even the seaside U.S. Embassy compound.

"It's flooded everywhere. We don't have a place to go for shelter. Even my motorcycle got filled with water," said motorist Ray Gonzales, one of thousands stranded by fast-rising floodwaters.

The massive flooding came exactly a day after this sprawling, coastal city of 12 million held two-year commemorations for the nearly 500 people killed during a 2009 cyclone, which dumped a month's rainfall in just 12 hours. The geography of the archipelago makes it a welcome mat for about 20 storms and typhoons from the Pacific each year.

Some residents acted more quickly this time to evacuate homes as waters rose, including in the Manila suburb of Marikina where 2,000 people escaped the swelling river by flocking to an elementary school, carrying pets, TV sets, bags of clothes and bottled water.

"We can replace things, but not people's lives," said janitor Banny Domanais, arriving at the school with his wife and three young daughters.

Typhoon Nesat hit ashore before dawn Tuesday in eastern provinces and headed inland just north of Manila with up to an inch of rain per hour, half that of the storm two years ago, said government forecaster Samuel Duran.

Emergency workers evacuated river areas in Manila that are notorious for flooding. In all, authorities ordered more than 100,000 people across the country to shelter from the storm's sustained winds of up to 75 mph (120 kph) and its rains ? dropping from an immense 400-mile (650-kilometer) cloud band.

Along downtown Manila's historic baywalk, cars and buses were stuck and residents struggled through floodwaters as waves washed over the seawall, turning a six-lane highway into a huge brown river. Sidewalks and buildings entrances were swamped.

In the financial district of Makati, a billboard fell on two cars and a bus, causing injuries.

Neck-deep waters on the ground floor of the Manila Hospital forced staff to move patients to higher floors and flooded generators left the facility without power, spokeswoman Evangeline Morales said.

Soldiers and police in trucks moved thousands of residents, mostly women and children, from the Baseco shanty facing Manila port after many houses were washed away. Male family members were reluctant to leave, saying they wanted to guard their property.

The Philippine Stock Exchange and U.S. Embassy were closed.

Waters at the gates of the embassy compound reached chest-deep, and staff were told to stay home, spokeswoman Tina Malone said.

"There was some flooding in the embassy. I don't know the extent. I'm not there right now," Malone said.

The Sofitel Philippine Plaza relocated its guests after flooding damaged areas of the high-end hotel on the shores of Manila Bay. Sirinate Meenakul, the hotel's regional communications director, said no guests or staff were injured. She did not say how many guests were there.

Benito Ramos, a retired army general who heads the Office of Civil Defense, said authorities were still assessing the damage as the typhoon continued to pummel some areas of the country. He said it was heartwarming to see Filipinos remaining calm amid the unfolding crisis.

"We see people on the roofs of their houses drinking gin and smiling and waving," Ramos said. "Such resiliency helps them get by in stressful times."

Seasonal monsoon rains ahead of the typhoon plus winds pushing seawater inland had worsened the situation, forecaster Duran told the AP. "Land is saturated with rain so the next rain became run-off and was already floodwater," he said.

The wind sent storm surges over an embankment that then trapped water on the city side so that it "couldn't flow back to the bay," said Francis Tolentino, chairman of Metro Manila Development Authority.

President Benigno Aquino III, on a state visit to Japan, told Associated Press Television News he was confident that authorities were adequately responding to flooding. He said he believed power would be restored to most of the Philippine capital by Tuesday afternoon.

However, most of downtown was in darkness as night fell and cellphone coverage was interrupted.

He said in an earlier statement that the government had carried out preventive evacuations, and that nearly half of the Luzon areas served by the main power distributor were without electricity due to short circuits caused by high winds.

The first reported death was a 1-year-old boy who drowned in the central island province of Catanduanes after falling into a creek, the government disaster agency reported. As the typhoon's winds lashed metropolitan Manila, a mother and child were killed when their house was hit by a falling tree, and four were reported killed by a collapsing wall.

Two others drowned, while a man was buried in a landslide in Olongapo west of Manila and another died in traffic collision. Four girls and a baby were pinned to death by falling trees north of Manila, and three more children were missing.

Four people were unaccounted for in a landslide in mountainous Ifugao province, as were four fishermen while more than 50 others were rescued along eastern shores after their boats overturned in choppy seas. Forecasters warned of 12-foot-high (4-meter-high) waves.

The storm was expected to leave the Philippines late Tuesday and head into the South China Sea toward southern China.

(AP) ? Europe overcame a spirited rally by the United States in the fourballs to lead 4?-3? Friday after the opening day of the Solheim Cup at Killeen Castle.

With the sides even at 2-2 following the morning foursomes, rookie Caroline Hedwall and fellow Swede Sophie Gustafson put Europe 3-2 ahead with a 5 and 4 win over Vicky Hurst and Brittany Lincicome.

Europe was up in the other three matches at that stage but Morgan Pressel and Paula Creamer came back from one down with two to play to beat Europe's Laura Davies and Melissa Reid by one hole.

Creamer birdied the 17th from 18 feet to even the match and Pressel then holed a 25-foot birdie putt on the 18th for the win. It left Davies still needing one point to overtake Annika Sorenstam and become the Solheim Cup record points scorer.

Catriona Matthew and Sandra Gal were two up with three to play against Christina Kim and Ryann O'Toole. But the Americans salvaged a half point when Kim birdied the 16th and O'Toole birdied the 17th to level before the 18th was shared at par.

"It's not over until it's over," U.S. captain Rosie Jones said. "That's why they put all 18 holes up in there. That's why I give this team so much credit is because they don't give up, they don't like to lose."

Europe held on to win the fourball session 2?-1? when Suzann Pettersen and Anna Nordqvist, who where three up at the turn, won the 18th to beat Cristie Kerr and Michelle Wie by two holes.

European captain Alison Nicholas refused to dwell on missed opportunities.

"Could have, would have, fantastic words, but you can't change anything," Nicholas said. "They tried their best, and that's all they can do. They gave a hundred percent."

In the opening session, Pettersen sank an 8-foot putt on the last hole to give Europe a win in the final foursome and even the score at 2-2.

The U.S. had trailed in three of the four matches on a windy morning at the Killeen Castle course, but took a 2-1 lead after Creamer and Lincicome came back from two down with four holes to play to beat Karen Stupples and Reid.

Pettersen and Gustafson then lost the 17th hole to be all square with Americans Juli Inkster and Brittany Lang going into the 18th. But Inkster missed a 10-foot birdie putt and the second-ranked Pettersen made hers for Europe to pull even.

The Americans are looking for their fourth straight victory in the biennial match play series, and Wie and Kerr gave the visitors an ideal start by beating Swedish duo Maria Hjorth and Nordqvist 2 and 1 in the opening match.

But Europe's Matthew and Azahara Munoz responded with a convincing 3 and 2 win over Stacy Lewis and Angela Stanford, before the late drama in the last two matches.

Creamer and Lincicome began their comeback with a birdie to win the 15th and the Europeans collapsed with double bogeys on the last two holes.

"It was a crazy last couple of holes, but we just told ourselves even if we get a half that's all we're trying to do is get back," Creamer said. "We watched it go to one (down), then all square, and to walk away with a win, we'll take it any day."

Jones wasn't worried about heading into day two trailing Europe.

"I'm really proud of the three and a half points that we have," she said. "I think it's a great start with day one. We did real well on foursomes this morning. It could be even better tomorrow."

Islamic center near ground zero opens its doors (AP)

NEW YORK ? The developer of an Islamic cultural center that opened Wednesday evening near the site of the terrorist attacks that leveled the World Trade Center says the biggest error on the project was not involving the families of 9/11 victims from the start.

People crowded into the center, where a small orchestra played traditional Middle Eastern instruments and a photo exhibit of New York children of different ethnicities lined the walls. The enthusiasm at the opening belied its troubled beginnings.

"We made incredible mistakes," Sharif El-Gamal told The Associated Press in an earlier interview at his Manhattan office.

The building at 51 Park Place, two blocks from the World Trade Center site, includes a Muslim prayer space that has been open for two years. El-Gamal said the overall center is modeled after the Jewish Community Center on Manhattan's Upper West Side, where he lives.

"I wanted my daughter to learn how to swim, so I took her to the JCC," said the Brooklyn-born Muslim. "And when I walked in, I said, `Wow. This is great.'"

The project has drawn criticism from opponents who say they don't want a mosque near the site of the Sept. 11 terrorist attacks.

The center is open to all faiths and will include a 9/11 memorial, El-Gamal said. He called opposition to the center ? which prompted one of the most virulent national discussions about Islam and freedom of speech and religion since Sept. 11 ? part of a "campaign against Muslims."

Last year, street clashes in view of the trade center site pitted supporters against opponents of the center.

When the center was first envisioned several years ago, activist Daisy Khan and her husband, Imam Feisal Abdul Rauf, played a major, vocal role. But they soon left the project because of differences with the developer.

El-Gamal, 38, confirmed Wednesday that they parted ways because "we had a different vision." He declined to elaborate.

The couple said they had discussed plans for Park51, as the center is known, with relatives of 9/11 victims, first responders and others, including the possibility that it could become a multifaith center focusing on religious conflict. But El-Gamal wishes victims' families had been involved earlier ? before the center became a point of contention.

"The biggest mistake we made was not to include 9/11 families," El-Gamal said, noting that the center's advisory board now includes at least one 9/11 family member.

At first, "we didn't understand that we had a responsibility to discuss our private project with family members that lost loved ones," he said, and they did not "really connect" with community leaders and activists.

But today, "we're very committed to having them involved in our project. ... We're really listening," he said.

Pointing to the inclusivity of a center that critics feared would be polarizing, El-Gamal noted that the featured photographer in the "NYChildren" exhibit is Danny Goldfield, who is Jewish.

The Brooklyn photographer was inspired to create the exhibit by the story of Rana Sodhi, a Sikh who emigrated from India and settled in Arizona. His brother Balbir was killed in a retaliatory hate crime four days after Sept. 11.

Sodhi made the trip to New York for the opening and wore a tie decorated with heart-shaped American flags. He still runs the gas station where his brother was killed.

"My heart is so warm when I hear Danny is doing this exhibition in Park51," Sodhi said.

Goldfield said he has photographed children with roots in 169 countries since 2004. He hopes to find subjects representing 24 other countries to complete the project. Some of the photographs had been exhibited elsewhere, but the opening marked the first time all were shown together.

He said there was a synergy between the themes and spirit of his project and those of the center, particularly with regard to community participation and openness.

"They want to build a center for everyone that's represented on the walls here," he said.

Recalling the controversy over the center, he said he didn't want to pass judgment on its opponents. But he said he'd like them to see the show "more than anyone."

Afsana Khundkar, a native of Afghanistan whose 12-year-old son, Waseem, was one of the children photographed for the exhibit, said her family was honored to participate in the project.

"It's promoting good things in the world," she said. "The most important thing is to involve the children in the good things."

The space had been cleared out and the walls painted a stark white for the exhibit. The renovations were funded with $70,000 raised on the website Kickstarter. The modest first-floor space is intended to function as a temporary center until groundbreaking on an entirely new building.

El-Gamal told the AP that fundraising is under way to complete a 15-story building that will also include an auditorium, educational programs, a pool, a restaurant and culinary school, child care services, a sports facility, a wellness center and artist studios.

The mosque is especially needed in lower Manhattan, he said, because thousands of Muslims either work or live in the neighborhood, "and in our religion, we must pray five times a day."

At the opening, an ebullient El-Gamal told reporters the project had been framed by others throughout the debate over its existence.

"Today, for the first time, everyone gets a little bit of a glimpse into the future of what Park51 is going to offer New York," he said.

We Americans have long had a distaste for flopping. It's the reason we hate soccer. It's the reason we hated Vlade Divac. Flopping and faking an injury, to us, has long been a sign of weakness. You aren't a real man if you flop. You're supposed to win the game by being strong, not by faking fragility.

That's why the Giants are getting flak for faking injuries on Monday Night to shut down the Rams' no huddle offense. Not only did people find it lame to do this against the RAMS of all people (much more understandable to do so against the likes of New Orleans or Green Bay), but it somehow offended their patriotism to see a football team resort to such underhanded tactics.

People take this stuff very personally. It's almost more of a reflection on them than it is on the team doing the flopping.

But faking injuries in football isn't a new thing. The Jets have done it. College teams have done it. I probably did it six times when playing touch football because I was out of breath and needed a second to work out my stomach cramp.

It happens a lot, but every time a team does it, somehow people get newly outraged, as if the country has suddenly descended to an unacceptable level of wussiness.

But here's the thing: I kind of like it when defenses do this. I'm not saying that just to be contrarian. I really do find it enjoyable. The entire NFL system is rigged to favor the offense. The offense gets to know the snap count, the play, and they get increasing protection from the league when it comes to contact. Defenses have been neutered, and if you've seen Tom Brady's passing numbers lately, you know it's only getting worse.

So what can you do if you're a defender to stop the onslaught? FLOP. Flop like a man, baby. This isn't like soccer flopping, where some Italian guy goes down and starts screaming like a little girl. Football floppers are much more manly in their flopping. They sit down, clutch their knee, let out a mighty grimace, and that's good enough. Much more macho. OOF! OH! OH, THAT MIGHT BE A KNEE! OR AN ANKLE!

I like that, in a league that has grown increasingly more civilized, there are still pockets of filthy, old school, underhanded tactics: biting in the fumble pile, vaselining your jersey, and flopping.

Flopping isn't manly on its own, but the REASONS for it -- to undermine the authority of the league and win at any cost -- are as American as you can get.

I like to see a defense fight back using every available tool in its arsenal, and if a little flopping needs to be deployed, so be it. Maybe you think it's bush league, but sometimes bush league tactics are what makes sports such naughty fun.

AP IMPACT: NYPD eyed US citizens in intel effort

(AP) ? The New York Police Department put American citizens under surveillance and scrutinized where they ate, prayed and worked, not because of charges of wrongdoing but because of their ethnicity, according to interviews and documents obtained by The Associated Press.

The documents describe in extraordinary detail a secret program intended to catalog life inside Muslim neighborhoods as people immigrated, got jobs, became citizens and started businesses. The documents undercut the NYPD's claim that its officers only follow leads when investigating terrorism.

It started with one group, Moroccans, but the documents show police intended to build intelligence files on other ethnicities.

Undercover officers snapped photographs of restaurants frequented by Moroccans, including one that was noted for serving "religious Muslims." Police documented where Moroccans bought groceries, which hotels they visited and where they prayed. While visiting an apartment used by new Moroccan immigrants, an officer noted in his reports that he saw two Qurans and a calendar from a nearby mosque.

It was called the Moroccan Initiative.

The information was recorded in NYPD computers, officials said, so that if police ever received a specific tip about a Moroccan terrorist, officers looking for him would have details about the entire community at their fingertips.

The documents show how New York's rich heritage as a place where immigrants traditionally have blended in and built their lives now clashes with today's New York, where police see blending in as one of the first priorities for would-be terrorists.

To prevent attacks, police monitored the path that generations of immigrants followed: getting an apartment, learning English, finding work, assimilating into the culture. Activities such as haircuts and gym workouts were transformed from mundane daily routines into police data points.

A U.S. citizen in Queens, for example, starts work each day at what police labeled "a known Moroccan barbershop."

The AP previously revealed the secret operations of the NYPD intelligence division as it mapped the Muslim community in and around New York, monitored life in ethnic neighborhoods and scrutinized mosques. The Moroccan Initiative was one of the division's projects.

Such programs began with help from the CIA under President George W. Bush and have continued with at least the tacit support of President Barack Obama, whose administration repeatedly has sidestepped questions about them. It is unclear whether New York Mayor Michael Bloomberg oversaw the programs. He has refused to comment directly about them.

In response to the AP's earlier stories, the CIA's inspector general is investigating whether its unusually close relationship with the NYPD was unlawful.

NYPD spokesman Paul Browne did not return messages seeking comment about the Moroccan Initiative. In an earlier email, he said the department was not involved in wholesale spying, but rather was trying to document the likely whereabouts of terrorists.

"The unit's personnel would try to establish, for example, what border crossing a terrorist entering New York would use, what flop house he'd use, what Internet cafe he'd frequent to communicate, etc.," he wrote.

It's unclear exactly when the initiative began and whether it continues in any form. Current and former officials told the AP that it started in response to the 2003 suicide bombings that killed 45 people in the Moroccan city of Casablanca and the 2005 train bombing in Madrid that was linked to Moroccan terrorists.

In early meetings, police were told there was no specific threat to New York from Moroccans, officials said, but they were instructed to gather intelligence on the Moroccan community because of concerns Moroccan terrorists might strike here too.

NYPD intelligence chief David Cohen, a former senior CIA officer, oversaw the program, current and former officials said. Many of the documents obtained by the AP were prepared for Police Commissioner Ray Kelly but because of the volume of such documents his office receives, it's unclear whether he read them.

New York City law prohibits police from using race, religion or ethnicity as "the determinative factor" for any law enforcement action. Civil liberties advocates have said that is so ambiguous it makes the law unenforceable. The NYPD has said intelligence officers do not use racial profiling or troll ethnic neighborhoods for information.

The documents obtained by the AP, many of which were marked "secret," include a list of "Moroccan Locations," a virtual tour of the city's Moroccan neighborhoods. Photos of local businesses were accompanied by notes from plainclothes officers, known as rakers, who quietly kept tabs on ethnic neighborhoods and eavesdropped on conversations.

"A lot of these locations were innocent," said an official involved in the effort, who like many others interviewed by the AP spoke only on condition of anonymity to discuss sensitive police operations. "They just happened to be in the community."

Sometimes the notes recorded in police files were detailed, such as the officer who reported that a local sandwich shop was close to a mosque and said the store was closed during Friday prayers.

"The restaurant serves only Halal meat," the document said. "The majority of the customers are religious Muslims."

Halal meat is prepared under religious rules similar to kosher food.

Other businesses were described with fewer details. But in every case, the officers noted the ethnicity of the owners.

"In America, you don't put people under suspicion without good reason," said Rush Holt, a Democratic congressman from New Yersey, who reviewed some of the documents obtained by the AP and has urged the Justice Department to investigate. "The idea that people in a group are suspect because of being members of a group is profiling, plain and simple."

Business owners in the Astoria neighborhood of Queens, where many of the pictures were taken, at first expressed amusement at seeing themselves alongside their friends and neighbors in documents compiled by officers hunting for terrorists.

"Police come here for what? We cut hair all day," said Amine Darhbach, a U.S. citizen barber who charges $12 for a haircut and sends a portion of his earnings to his family in Morocco each month.

As they flipped through the documents, they said they grudgingly accepted the police attention. It is hardly news to them that, since the 2001 terrorist attacks, Muslims are under greater scrutiny by the public and law enforcement.

"We've been harassed for so long, it doesn't make any sense to complain," said Leo Santini, a cafe owner and U.S. citizen who changed his name from Mohamed Hussein because he thought he would be treated better without such an Arab name. His three American kids, he said, "don't look Arab, so they won't have any problems."

Finally, there was frustration and anger about being included in police documents.

"All I want is the best for my daughter and my community and to be treated like a new American citizen," said Sanaa Bergha, whose travel agency was among the businesses photographed in the intelligence files.

Like others, Bergha said that, if asked, she would talk to police about how she could help keep the city safe. But she's only spoken to the police twice, she said. Once was after she was burglarized. The second was when she reported customers she suspected of making fraudulent documents.

The documents on the Moroccan businesses were compiled by a secretive team called the Demographics Unit, which police originally denied existed. After the AP obtained police documents describing the unit as a team of 16 officers with a mission to map and monitor ethnic neighborhoods, the department said the Demographics Unit used to exist but actually never had more than eight officers.

Browne, the department's spokesman, has said the unit only followed leads. There is no indication in the documents, however, that police were only investigating criminal leads. Information about crimes was included in the Moroccan Initiative files, but these do not appear to be the program's focus.

"The Demographics Team was instructed by me to re-canvas the city for any new locations and they came across a newly identified hotel that is referred to Moroccan tourists," an unidentified supervisor wrote in an undated update on the initiative.

One police document, for example, lists taxi companies and Dunkin Donuts and Subway franchises known to hire Moroccans and other Arabs. A local gym and barber shop also are mentioned. The end of the document includes a section about criminal activity and identifies four businesses believed to be involved in marriage and document fraud and drug dealing.

Another document describes 14 restaurants, two travel agencies and a meat market catering to the Moroccan community. Another said the NYPD produced a list of every Moroccan cab driver in the city. Officers tried to interview them, but many were unavailable to be questioned because they were out working 12- to 14-hour shifts, the document said.

Current and former officials said the information collected by the Demographics Unit was kept on a computer inside the squad's offices at the Brooklyn Army Terminal. It was not connected to the department's central intelligence database, they said.

When a Moroccan was arrested, according to the documents, a unit called the Citywide Debriefing Team would visit him in jail or at his home. Each was asked how someone coming to the United States from Morocco might keep a low profile. Officers had a list of 13 questions, including where such a person might live, obtain identification cards, eat, worship and learn English.

The questions helped police identify small apartments in Brooklyn where Moroccan immigrants shared rooms soon after arriving in New York. Police visited one apartment in 2007 to meet with someone who had been arrested the prior year, according to the files. The officer noted the number of bedrooms, the layout, the furnishings and a wall calendar from a nearby mosque.

"There was a small table as well as an entertainment center," the document said. "There were two Qurans. One on top of each speaker."

Police officials said such detailed note-taking was the result of enormous pressure inside the department. Officers assigned to conduct interviews and visit homes were told by supervisors that, if the subject of their interviews one day turned violent, their reports would be scrutinized with an eye for what warning signs were missed, officials said.

It was intended to keep officers sharp and remind them of the seriousness of the job, but officials said it encouraged well-meaning officers to record even innocent details.

Unlike the information from the Demographics Unit, the information from debriefings and personal visits was reported back to headquarters and entered into the police department's central intelligence database, the Intelligence Data System, officials said.

Because of lawsuits by civil liberties groups, police lawyers have set stricter limits in recent years about information the NYPD compiles about people not accused of any crime, current and former officials said. Lawyers review police reports and sometimes require officers to remove information or rewrite their reports. Some information on innocent behavior is removed. Other information is labeled "sealed," which means it can be seen only by very senior officials, the officials said.

Meanwhile, police received from the U.S. government regular updates on foreign visitors entering New York, according to documents and interviews. Police departments often receive information on visitors on a case-by-case basis. U.S. Customs and Border Protection, which maintains the federal documents, declined to tell the AP whether such broad access to its immigration files by a city police department was unusual.

Using the documents, known as I-94s, New York police located and interviewed Moroccans and, when possible, the families they were visiting. Often, that would take them to the homes of U.S. citizens.

Police couldn't force people to talk to them or let them inside their homes, so officers often used a cover story about a crime in the neighborhood or a report of a missing child nearby, officials told the AP.

During such interviews, the officer would make note of the surroundings: What was on television? How many people lived there? What kind of furniture? If possible, police would collect from residents their names, phone numbers and occupations.

All this underscores the NYPD's transformation from a police department solving murders and muggings to a domestic intelligence agency. It's a transformation that Kelly, the police commissioner, makes no apologies for. He has credited intelligence efforts with thwarting terrorist attacks, and White House counterterrorism adviser John Brennan has called those efforts heroic.

No police department in the United States is known to employ programs like New York's. Police in Los Angeles, the nation's second-largest city, once considered a program that would have mapped the area's Muslim communities, but it was shut down after news coverage sparked wide criticism.

Other police departments, including those in cities with Moroccan populations, operate differently ? whether for philosophical reasons, because they lack the NYPD's manpower or because their communities haven't been targeted repeatedly by terrorists like New York.

In Revere, Mass., police did not dispatch officers into its Moroccan community after the overseas attacks. Revere, a city north of Boston, has a small Moroccan enclave of about 800 people, but it ranks among the top 10 largest Moroccan communities in the country, according to the Census Bureau.

"We wouldn't just go and start interviewing people because of something that happened in another country," police Capt. James Guido said. "The guys here wouldn't even get involved in something like that."

New York sees things differently, not just because its Moroccan community is a population of about 9,000 and by far the nation's largest, but because Kelly has made it clear that the department will no longer wait for something to happen.

At the barber shop in Queens, Darhbach said he agrees police should keep the city safe but said that as an American citizen, his business shouldn't be listed in police files just for serving Moroccan customers. But like many of his neighbors, who grew up under the oppressive police forces of the Middle East and North Africa, Darhbach said things could be worse.

"In Morocco," he said, "police just come and take you away."

Calif. bill aimed at breast cancer worries docs - seattlepi.com

SACRAMENTO, Calif. (AP) ? It took seven years of annual mammograms and a cancer diagnosis for Amy Colton to learn something her doctors had realized from the beginning: Her breast tissue is so dense that it could have masked tumors on earlier exams.

"I requested a copy of the report sent from my radiologist to my primary care physician, and every single one said, 'Patient has extremely dense breast tissue,'" the registered labor and delivery nurse said. "I was really outraged that I didn't know this."

About 40 percent of women over 40 have breast tissue dense enough to mask or mimic cancers on mammograms, but many of them don't know it. Mammogram providers in California will be required to notify those patients, and suggest that they discuss additional screenings with their doctors based on their individual risk factors, if Gov. Jerry Brown signs a bill that the Legislature passed this month. Similar laws have passed in Texas and Connecticut in the past two years but no data is available yet from either state on the effect of the legislation.

"The notice in the bill is a two-sentence notice that gets added to a letter," said the bill's author, Democratic state Sen. Joe Simitian of Palo Alto. "I believe these two sentences can save thousands of lives."

Brown has not given his opinion about the bill, but many doctors oppose it. Researchers studying breast density, a relatively young field, said such requirements may end up causing undo anxiety in millions of women and lead to unnecessary and expensive ultrasound or MRI screenings.

The California Medical Association, which represents 35,000 doctors, recommended a public education campaign instead of individual notifications, and said there isn't enough evidence to support the idea the extra money spent on additional screenings will save more lives.

Those tests could cost the state more than $1 billion, and many women wouldn't be able to afford them, said Dr. Karen Lindfors, a professor of radiology and chief of breast imaging at the University of California, Davis Medical Center in Sacramento. She testified against the bill before a legislative committee.

"I just don't think that at this point we have the ability to meet the kind of demand either financially or in terms of manpower that this is going to create, and we also don't have proof that it's going to save lives," she said.

The women who would receive the notifications have more tissue than fat in their breasts. As women age, their breasts become more fatty. Fat appears black on a mammogram, making it easier to spot cancer, which shows up as white.

Doctors agree that high breast density is an increased risk factor for cancer, but researchers say the issue needs more study to determine whether the risk is great enough to justify a higher level of screenings for women who have it.

Pre-menopausal women are more likely to have dense tissue, regardless of whether they are at high risk for breast cancer, said Celine Vachon, an associate professor of epidemiology at the Mayo Clinic in Rochester, Minn. She said women who get the notifications required by the California bill could be frightened into seeking additional screenings, such as MRIs or ultrasounds, which can pick up false positives and cost thousands of dollars.

"If women want their breast density information, that's their right," Vachon said. "However, breast density is not yet a risk factor that's used clinically, so what women will do with this information is not clear. We need improved density measurements as well as models that do a better job of predicting women's risk. Everyone wants density to be this silver bullet, but to date, it's not."

Colton, who got the California legislation rolling by contacting Simitian's office, said women ought to be told whether their breast density could make cancer difficult to detect.

She said she practiced self-exams monthly, had no family history of breast cancer and thought she was among the lucky cohort of women at a low risk for breast cancer. But five surgeries, six weeks of daily radiation and 15 rounds of chemotherapy later, she is angered that she went years without being told about her dense breast tissue.

"I don't want anyone to think this is a rare story. There are countless women like me, and many with worse diagnoses," she said.

Dr. Judy Dean, a diagnostic radiologist in Santa Barbara who specializes in breast imaging, supports the effort. She said 20 of her patients have found cancers through ultrasounds after she informed them that their dense tissue might be hiding tumors in a mammogram.

"Negative doesn't mean negative; you could still be positive," she said.

All radiologists agree that a mammogram ? an X-ray image of the breast ? is the best way for a woman to discover whether she has dense tissue, but few agree on how to proceed with that information.

Researchers have been experimenting with new breast imaging techniques that might provide the same answers as an MRI or ultrasound for women with a high risk for cancer, but with less expense. 3-D X-ray images known as "stereo mammograms" and molecular breast imaging are two techniques that are better than traditional mammograms at spotting cancers and cost much less than MRIs.
